The Bermuda Beach Improvement Committee Annual Home Owners Association Meeting was held at 10:00am on Saturday November 1, 2008 at the Moody Gardens Hotel and Conference Center. Board of Directors present: Coral Beach, Andy Lange, Mary Jan Lantz and Lin Thompson (who replaced Louis Conrad mid-year). Jean Merchant was unable to attend.
1. The Meeting was called to Order at 10:05am with a quorum of the home owners in attendance.
2. The Minutes from the 2007 Annual Home Owners Association Meeting were reviewed. The Minutes were approved and entered in record.
3. The 2007-08 Financial Report was reviewed and approved and entered in to record.
4. The Remainder of the Meeting was spend reviewing the City Recovery Efforts from the Hurricane Ike damage:
Steve LeBlanc, City Manager, with the City of Galveston report:
a. Zones- there were 400 Red homes, 7000 yellow homes, 10,000
green homes in the City that had been assessed so far.
b. Citizens were only permitted access and allowed to make temporary
repairs to their homes. Temporary repairs are those that are required
to reduce further damage to their homes.
c. Permits were required for all repairs, no matter the size of
the job
d. Encouraged home owners to report contractors who are dumping
debris to 797-3630.
e. November 15, 2008 is the last scheduled day for all debris
pick up.
Call 409-797-3630 to have your debris removed or email publicworks@cityofgalveston.org.
f. Justin Bowland is the only authorized the contractor to remove
debris. Bermuda Beach must decide as a neighborhood where to place
the debris for pick up.
Brandon Wade, Assistant City Manager, with the City of Galveston
Reported:
a. The Core of Engineers still has the hurdle to over come to
get the access needed and permit to clear beach debris.
b. The GLO will apply for FEMA applications to remove debris however
there is trouble with who is the legal applicant.
c. The GLO will assist the City with this $1 million per mile
clean up.
d. The City is responsible for cleaning the beaches and only the
City can apply with FEMA.
e. No building permits will be issued until the GLO has finished
assessing each home.
f. Permits- if your house is built to base flood all you need
is your elevation certificate to get your permit.
Angelo Grasso, Director of Public Works, with City of Galveston
reported:
a. Marquette would allow easement to John Reynolds Circle.
b. As it stood now every home in this area will have to have a
gravity system. He went on to say the City would pay for these
systems.
c. It will take 3-4 months for the water and sewer to be restored
to most homes.
d. Some homes, like John Reynolds Circle, it could be up to 6
months for these services to be restored.
e. Roads- the City is still working with the Core to get permits
to get road re-established
Keith Gray from Center Point reported:

Eddie Fisher with the GLO reported:
a. The GLO had not yet determined the 4/5 line. He told the home
owners to continue to check the GLO website for the 4/5 line to
determine the areas that would be allowed to repair (or rebuild)
homes.
b. When the 4/5 line is released it will identify the line at
which natural vegetation will now grow below it.
c. He said the State owns all submerged property.
d. Home owners can apply for the buy out program but it may be
that those deals are now off the table.
e. The City has the authority to install the street on the beach
they do not need permit or permission from the GLO.
5. Questions and Answers continued with Eddie Fisher and Brandon Wade.
6. Election of New Board Members- the Home Owners present cast their election ballots for the 2008-09 BBIC Board of Directors. Ron Coker, Bill Harris, Mary Jan Lantz, Bill McFarland and Joe Murphy were elected to serve on the 2008-09 Board.
7. Being no further Business the Meeting was Adjourned at 12:20pm.
